English language teaching needs serious improvement

HCM CITY — Pedagogical universities and colleges should offer specialised training courses for teaching English in primary schools to meet targets set by a project that the Prime Minister approved in 2008, experts say.

They said at a workshop held last week at the University of Pedagogy that the pilot project, which began implementation in the ongoing academic year, would require at least 15,000 qualified English teachers at the beginning.

The number will rise very year, they said, adding it would reach 30,000-40,000 eventually.

According to the Viet Nam Institute of Educational Sciences, there are about 60,000 English teachers at all levels nationwide, but most of them are teachers for the sixth grade and above. And of these, only 4,000 or so teach English as an optional subject at primary schools.

Meanwhile, the foreign language faculty at pedagogical universities and colleges only provides 300-500 new teachers each year.

Many primary school teachers working now are not adequately qualified. A recent study found just 28 of 147 surveyed teachers able to get the 550 TOEFL (Test of English as a Foreign Language) score required by the ministry. Eighty-eight teachers scored 400, and the remainder, even lower.

Ngo Thi Nga, deputy head of the Bac Ninh Pedagogy College’s Foreign Language Faculty, said that many English teachers at primary schools were not trained at pedagogical institutions.

They passed out of foreign language universities and colleges and only attended short-term training courses on teaching skills, Nga said.

Thus, they lacked sufficient knowledge of teaching techniques, and were not trained to understand the psychology and character of primary students, making it difficult for them to fashion suitable study materials as well as teaching methods for this age group, she added.

Dr. Nguyen Thi Ly Kha, head of the city’s University of Pedagogy’s primary education faculty, added that pedagogy universities and colleges should have programmes that train their students not only in teaching basic subjects like math but also the English language.

These institutions also lacked faculties that specialize in training English teachers for primary education, she added.

Dr. Nguyen Ngoc Vu, head of the English Language faculty at the same university, said they had been offering short-term training courses on teaching English at the primary school level.

He also presented a double-degree option that students can take under which, after five years, they can, at the same time, obtain a degree in primary school teaching and another in English teaching.

Many other experts speaking at the seminar suggested ways to improve qualifications of English teachers at the primary level and increase their number at the same time.

Hoang Truong Giang, Kha’s deputy, said that the English language faculty and primary education faculty at pedagogy universities and colleges should closely co-operate with each other to open more short-term training courses and improve their training programme.

The pilot program on teaching English in primary schools envisages that by the year 2020, all students passing out of primary schools will have basic English skills in speaking, listening, reading and writing. — VNS

Central bank targets 23% credit growth in 2011

HA NOI – Domestic banking credit growth would hover at around 23 per cent next year, the State Bank of Viet Nam announced today on its website.

In a closed-door meeting held in HCM City yesterday, the State Bank of Viet Nam’s Governor Nguyen Van Giau told commercial banks that credit should be focused on manufacturing sectors and gradually reduced in non-manufacturing sectors. The credit growth for individual banks would be dependant on business scale and performance.

Vice head of the Central Institute for Economic Management (CIEM) Vo Tri Thanh told Viet Nam News that: “Taking into account the target inflation of 7 per cent for next year, the target of 23 per cent credit growth is reasonable. The target shows a clear message that the central bank will strictly supervise credit growth implementation.”

However, Thanh noted that whether the central bank would achieve that target depended on new burgeoning issues during the process as well as other economic pressures.

In 2009, the State Bank targeted a credit growth of 30 per cent but actual growth was 37.73 per cent. Targeted credit growth this year was 25 per cent but the actual figure is likely to surpass 27 per cent.-VNS

HA NOI — Viet Nam and Russia will continue their cooperation in geological survey work and oil and gas production on Viet Nam’s continental shelf within the framework of the Vietnamese-Russian oil and gas joint venture (JV) Vietsovpetro beyond this year.

An agreement to this effect was signed in Ha Noi yesterday by Minister of Industry and Trade Vu Huy Hoang and Russian Ambassador to Viet Nam Andrey Grigorievich Kovtun.

Speaking at the ceremony, Minister Hoang stressed the special traditional relationship between Viet Nam and Russia, adding Vietsovpetro, a JV between the Viet Nam National Oil and Gas Group (PetroVietnam) and Zarubezhneft of Russia, was a fine symbol of the comprehensive, friendly and cooperative ties between the two countries.

This year concluded Viet-sovpetro’s successful and effective cooperation stage under the agreement signed between the two governments in 1991, said the minister.

Minister Hoang said the signing of the agreement on further cooperation marked a new development in the traditional and strategic cooperative relations between the two governments. It deepened the ties between the two countries and would promote prosperity for the people of both countries.

The Vietnamese Government would create the most favourable conditions for Russian businesses to expand their investment activities in Viet Nam, particularly in the oil and gas sector, he affirmed.

By October 21, Vietsovpetro had reached its yearly target of tapping 6.2 million tonnes of crude oil. The JV is expected to tap 6.4 million tonnes this year. — VNS

HCM City industrial output rises

HCM CITY — HCM City’s industrial output was worth VND609 trillion (US$32 billion) this year, up 14.2 per cent, according to the city Statistics Bureau.

Output was up in 23 of 27 major industrial sectors.

The machinery sector saw the highest growth, with metal products output rising by 21.9 per cent, machinery and equipment by 28.9 per cent, and electrical products by 32.4 per cent.

Leather and footwear, rubber, plastic, electricity, food and beverages, textile and garment, chemicals, and building materials also saw high growth rates.

Automobile assembly and electronics, which could not compete with imports, achieved the smallest growth rates. Coal mining, office equipment, and vehicle repair actually declined in value.

The ratio of sectors manufacturing knowledge-based products, using high technologies, and boasting high competi-tiveness has gradually grown, the Department of Planning and Investment said.

The proportion dependent on natural resources and labour, such as food processing, textile and garment, and leather and footwear, have reduced gradually, moving to neighbouring provinces.

After five years’ implementation of restructuring its economy by increasing services and industry and decreasing agriculture, four major industrial segments – machinery; chemicals, plastic, and rubber; electronics and information technology; food and foodstuffs processing – account for 60 per cent of industrial output.

This is an increase of 5 per cent in 2005. — VNS

Thermal power becomes reality

HA NOI — The first turbine of Nhon Trach 2 thermal power plant, located in the southern province of Dong Nai, on Sunday officially generated electricity to the national grid, three months ahead of schedule.

This is a joint effort of the Viet Nam National Oil and Gas Group (PVN) and the project’s contractors – Viet Nam Machinery Erection Corporation (Lilama) and PetroVietnam Construction Joint Stock Corporation.

The ahead-of-schedule operation of the first turbine is of significance to ensure the electricity for the country’s economy, especially in the context that 2011′s six-month dry season is forecasted to be in short of 1.4 billion kWh.

According to PVN, the group itself and the contractors are making great efforts to operate the second turbine in the first quarter of 2011 and put the combined cycle into operation by the end of next year.

The US$706 million power project, kicked off in June 27, 2009 with Nhon Trach II PetroVietnam Power Joint Stock Company as the main investor, includes two turbine groups with a total capacity of 500MW and uses Nam Con Son gas as fuel for generating power.

The project is jointly invested by PVN, Electricity of Viet Nam, Viet Nam National Coal-Mineral Industries Group and Viet Nam Posts and Telecommunications Group. — VNS
